there lot of public places mobile phone used tracking. mobile device used identifier, example: http://www.bbc.co.uk/news/technology-23665490

is possible use android device scanner find mac addresses of nearby mobile devices?

i've found examples scan access points on android device not able find more information scanning other devices.

if capture traffic closer android need put wlan card in monitor mode . not possible need root access , depend on phone, in nexus models easy. when card in monitor mode able capture traffic sniffers shark.

but without monitor mode can still things.

you can check devices connected wifi network tools fing, need connected network.

for collecting data hotspots can use wifianalyzer, not reveal clients of network.

furthermore can create map , submit data of hotspots wigle, call walldriving , can check information hotspots in https://wigle.net/
