How to enable a campain in Adwords with automated rules based on another campaign status -

i'm trying create automated rule enable campaign when gets paused. i'm bit confused how it.

specifically, want is:

when campaign cost x ==> pause campaign a

when campaign paused ==> enable campaign b

how can ?

for now, it's not possible rule based on other campaign had to using api through campaignservice
